			<content:encoded><![CDATA[<p>For the past couple years, I have had to pass (due to work)on helping out with the Single Fly Event on the Green River. But this year when the email came from Kevin, I blocked out the weekend and made it work. The event was great, as anticipated.  They feed everyone like kings and gave all volunteer guides a nice swag bag full of fishy gear, which was really cool of them. For the next days fishing, I got matched up with team Three Rods and a Hooker. I was stoked, since they were all accomplished fishermen and seemed really nice. (which they were) To top it off we were going to fish the B section which is my preferred water this time of year. The plan was that Nate and Nick would float the B and Brett and Stef the A. The flies would be small Ants and Beetles. (Which were reinforced of course) 8:30 came quick as we threw down some of the breakfast buffet and started our float. Right off the bat Nicks Hi-Vis Beetle was the fly of choice for Mr Hungry Brown. Before we got to the third ramp Nick had boated two nice browns and had lost one at the net. I could tell it was going to be a good day of fishing. Nate telling me that his red ant comes alive as the day heats up, was right on as he stuck the next two fish, which both happened to be 18 inch browns. The rest of the day was a blur of fish rises, some hooked and some (lots) didn&#8217;t stick. It was a great day out on the water for our team, considering that most didn&#8217;t fair so well on the B. The fish gave us lots of excitement all day and that&#8217;s really all we could ask for is a chance. One of the coolest takes of the day was when Nick was fishing behind a big boulder. He had just missed and caught a little brown. The next cast he placed his beetle on the left of the boulder. Instantly a big fish rose for it. Hook Set, MISSED! Nick quickly tossed his beetle back on the water, but it landed on the far right of the boulder this time. Like a crazey starving fish, the big bows red strip flashed across the run and hammered Nicks beetle! The bow would be Nicks biggest of the day and a beautifully colored wild 17.5&#8243; Bow. I felt really lucky to have been teamed up with Nick and Nate. They both were great fly fishermen and people. It was tons of fun to have a front row seat to watch as they used only one single fly to trick so many picky Green River fish. After a great dinner, program about invasive species and projects that Trout Unlimited is working on, they showed the scores for the day. Team Three Rods and a Hooker faired ok taking home a 3rd place finish out of 15 teams.</p>

<p>For the rest of the weekend Jord, Sarah, Gunner , and I  fished a couple waters on our hit list and I bumbed around other rear by streams and lakes catching a fish or two.  It was nice to get out for more than just a day.

<p>I wanted to thank those of you that showed up for the Clean &amp; Cast on Sat. We didn’t have a record turn out, but for the few that braved the weather forcast, we were able to clean up the last half of the river that needed to be cleaned. We were able to remove 8, 50 gallon garabage sacs full of everything from beer cans, tubes, car bumpers, tires and road block cones.  </p>

<p>For those that were able to make it, we had a great time.  After the clean up groups split up to fish there favorite section of water. With the karma we gained the rain held up until we were just about done for the day, making the fishing awesome to say the least.  Dry flies were the fishes main course. (Which isn’t normal for the high water) Our group caught and release more healthy trout than most do on a epic hatch. In all it was healthy to get out of the grid and to do something to give back to a section of river that gives too so many.  Please do your part and each time out, catch a limit of trash.<a href="http://utahflyfishingclub.com/wp-content/uploads/2010/06/Brown1.jpg" rel="lightbox[1473]"></a></p>

			<content:encoded><![CDATA[<p>Thank You Everyone that Participated in the First UFFC Clean &amp; Cast!!! It was a huge success and I am proud to say we made a difference today! Anglers form all over the state joined forces today to clean up the Middle Provo River as well as enjoy fishing on a nice new and improved river. The day started at the Hub Cafe in Heber, as anglers met for a tasty home cooked breakfast as well as setting up the days events and of course talking fishing. After a short introduction and thanking those that support UFFC (Kiss The Catch Rod Company, Provo River Fly Fishermen, Fly Fishing Frenzy, and hopefully more in the future) we split the river into 8 river beats and headed in groups of two and three to cover each beat with garbage sacs in hand. The clean up proved as I had thought. 90%of the trash was rear roads and parking areas, the most common trash was beer cans and plastic bottles. We did however pull a bike out of the river as well as a couple lawn chairs and big plastic bucket. In all we hauled out more that 15 garbage sacs of trash that littered our water. After the cleaning, we meet to award those that deserved it.  Emily aka FlyGirl came away with a new fly box as well as 3 dozen BWOs flies! With the hatch just getting underway and the whole river clean, groups split up in hopes of using some of the karma that they had earned. Honestly, the fishing was just the cherry that topped off an amazing day with those that understand that giving back is more important than just taking. And yes karma was on our side, as the fishing was great! So, all you out there that are thinking about coming to the next Clean &amp; Cast or any UFFC event. Take that next step in Fly Fishing and give back. I know you will be glad you did. </p>

<p><strong>What is the new law?</strong><br />
This year, the Utah Legislature passed H.B. 141: Recreational Use of Public Water on Private Property. Governor Herbert signed the bill into law, and it will take effect on May 11, 2010. The new law changes the recreational easement recognized in Conatser v. Johnson. This was the Utah Supreme Court decision in 2008 that allowed the public to walk on the private bed of a public waterbody.<br />
<strong><span id="more-1325"></span><br />
What does the law prohibit?</strong><br />
The new law does not allow recreational water users (including anglers, kayakers, tubers, hunters and others) to walk on the private bed of a public waterbody. This means that if you are fishing or recreating in public water that flows over private property closed to trespass, you may not walk on the land beneath the water without obtaining landowner permission.</p>
<p><strong>What is trespass?</strong><br />
To trespass is to enter someone&#8217;s property unlawfully. Landowners close their property to trespass by posting a notice or otherwise communicating that access is prohibited. Irrigated pastures, cultivated lands and certain fenced areas are presumed closed to trespass. To review Utah&#8217;s trespass laws, see Utah Code Sections 23-20-14, 76-6-206 and 76-6-206.3.</p>
<p><strong>What does the law allow?</strong><br />
The new law allows you to float on the surface of the water, even if you&#8217;re floating over private property that is closed to trespass. It also allows you to fish while floating. Your right to float only applies under the following conditions:</p>
<p>* Water volume. The water must have sufficient width, depth and flow to float your vessel.<br />
* Stopping prohibited. You and your vessel must move with the current and not anchor or stop.<br />
* Public water. The water must flow in a natural channel, or it must collect in a natural lake, pond or reservoir on a natural channel.<br />
* Excluded water. The public easement to float does not apply to any of the following waters on private property:<br />
o A jurisdictional wetland (as defined in 33 C.F.R. 328.3)<br />
o An impounded wetland, which means a shallow body of water formed or controlled by a dike, berm or headgate<br />
o A migratory bird production area (as defined in Utah Code Section 23-28-102)</p>
<p><strong>What if I encounter an obstacle while floating?</strong><br />
<span style="text-decoration: underline;">Your right to float includes the following:</span></p>
<p>* Incidental touching. You may incidentally touch private property as required for safe passage and continued movement of you and your vessel.<br />
* Portage. You may portage around a dangerous obstruction in the water, as long as you use the most direct route that follows closest to the water.</p>
<p><strong>Where can I access the water to float and fish?</strong><br />
If you want to fish while floating, you must access the water at a lawful access point. This could include a highway right-of-way, public property or private property with written landowner permission.<br />
<strong><br />
Where can I fish without obtaining permission?</strong><br />
There are still thousands of places you can fish without obtaining landowner permission.<br />
You do not need permission to:</p>
<p>* Fish while floating over private property.<br />
* Fish on public property where the activity is authorized by the managing agency. This applies to fishing on property owned by the U.S. Forest Service, the Bureau of Land Management, the DWR and other public agencies.<br />
* Fish on private property that is not closed to trespass.</p>
<p>If possible, try to communicate with landowners before you float over property closed to trespass. It is courteous and always appreciated.<br />
The DWR has also worked with other agencies and private landowners to obtain public access to stretches of the following rivers and streams: Duchesne River, Little Bear River, Ogden River, Provo River (middle section), Salt Creek, Sanpitch River, Spanish Fork River, Strawberry River, Thistle Creek, Weber River and many others. To find a waterbody where you do not need permission to walk the bed, contact the DWR office in the region where you want to fish.<br />
You can also visit the DWR’s Fishing Hotspots, Community Fisheries, Blue Ribbon Fisheries and Walk-in-Access sites to learn about more great places to fish.</p>

Representative Fowlke&#8217;s Bill failed to gain the votes need today to pass HB-80 on to the Senate.</p>
<p>HB-80 and its supporters played the right game, stayed true to the right process and unfortunately were out maneuvered by big money and private interests.</p>
<p>Do not let this discourage you, as the fight is far from over. We need to defeat HB-141. This legislation is threat to Utah&#8217;s Water Recreation, Utah&#8217;s economy and the Constitution.</p>
